City of Ocean Springs has partnered with Securix ( to address the issue of motorists driving uninsured. Although Ocean Springs is the first city in Mississippi to offer this alternative, many other cities and counties are in the process of joining. The program is very active in other states around the country, through parent company Securix.

As with anything new, many people have questions.

How does it work? We use state-of-the-art technology with Automated License Plate Recognition (ALPR) cameras located in several areas in Ocean Springs. Using these ALPR cameras and the state vehicle insurance database, the Police Department can distinguish between which vehicles have auto insurance and which are uninsured based. A sworn Police Officer verifies each photo-captured tag and the vehicle make and model, and whether the vehicle is on the State’s database. Commercial vehicles, rental vehicles, and some others are excluded due to different State reporting requirements. Citations are mailed to those found to be driving uninsured. Citations inadvertently mailed to insured drivers are easily resolved by calling 601-790-7005.

Are those cameras legal? Yes, ALPR cameras are legal for a variety of uses including vehicle insurance compliance and vehicle license plate compliance. The only prohibited use of ALPR cameras is for violations within Statute 63-3 including speeding, running red lights, and other traffic laws.

What is the state vehicle insurance database? In 2012, the Mississippi Legislature passed the Public Safety Verification and Enforcement Act requiring the Mississippi Department of Public Safety (DPS) to establish a motor vehicle insurance verification system to be used by law enforcement agencies to identify uninsured motorists. Insurance companies must verify motor vehicle liability insurance and send monthly insurance data file transfers. For small insurance companies not able to participate in web services, there is an alternate method to send and receive the required data. Why did I receive a citation when I have insurance? It’s possible that your insurer did not submit their data to the State of Mississippi database as required. If your vehicle was properly insured, please call 601-790-7005; they will assist you to provide proof of insurance and they will correct the record. If you have any questions, go to or call 601-790-7005.

How does this program compare to a regular insurance citation? The fine for driving without insurance in Ocean Springs is $510.00, plus court fees. In addition, continuing to drive uninsured could result in the State suspending the offender’s license. The program provides a lower cost alternative: a diversion program which allows offenders to pay the diversion fee of $300.00, take a short online course, avoid suspension of their driver’s license, and keep the citation off their driving record. Please note that completion of this program does not exempt anyone from the requirement to obtain and maintain vehicle insurance.

What should I do if I receive a citation? These are your options:

1. Call 601-790-7005 prior to the date listed on the citation, if you have proof of insurance for the date of the citation:
a. If your vehicle was insured in the State of Mississippi on the date of the citation, please call 601-790-7005 to provide proof of coverage, and they will update the record and clear the citation. NOTE: If your vehicle is registered in Mississippi, but your insurance lists your residence in another state, then that is considered uninsured in Mississippi. Your vehicle must be insured for the address that you have the vehicle registered.
b. If you are serving in the U.S. military and have out-of-state insurance coverage on the cited vehicle, please call 601-790-7005 . They will update the record and clear the citation.

2. Choose to complete the online diversion program: take a short course on a smart phone or computer, pay the $300.00 diversion fee, and agree not to re-offend. Ocean Springs Municipal Court fine and fees for this offense total $510.00 or more. Diversion is being offered as a lower cost option that allows you to avoid license suspension, court, and other penalties. 3. Reject the diversion option and appear in court. The assigned court date, time, and location are listed on the citation.

Who pays the costs of running this program? This program is funded entirely from citations and diversion program fees.
