Governor Tate Reeves Executive Order 1491 & 1492


What does the “Safe Return Order” from Governor Tate Reeves do?

Beginning Monday, June 1, 2020 at 8:00am all community activities, businesses, and non-profit entities operating within the state of Mississippi may re-open/remain open until Monday, June 15, 2020.

Travel?

All travel may resume. Non-essential business travel should be minimized and for any such travel individuals should adhere to CDC guidelines.

Group Gatherings?

If social distancing is NOT possible: Gatherings and recreational activities shall be limited to groups of no more than 20 people in a single indoor space or no more than 50 people in an outdoor space where individuals are in close proximity (less than 6 feet).

If social distancing IS possible: Gatherings shall be limited to groups of no more than 50 people in a single indoor space or groups of 100 people in an outdoor space where individuals are able to maintain social distancing.

Business operations?

All businesses and non-profit entities operating within the State of Mississippi may re-open/remain open subject to limitations to minimize person to person interactions and associated risk of transmission of COVID-19. Healthcare procedures?

Healthcare professionals and healthcare facilities may continue to perform all procedures that are medically necessary to correct a serious medical condition. They may also continue to perform all non-emergent, elective medical procedures and surgeries in accordance with the guidance provided by the Mississippi State Department of Health. Outdoor Recreational Activities?

Outdoor recreational activities are permitted subject to the following limitations:

  • Where possible, individuals shall maintain social distancing of a minimum of six feet
  • Recreational boating and fishing is permitted
  • Pools may be open from 6am to 10pm
  • Outdoor sports complexes and multi-field facilities may operate subject to limitations in Executive Order 1491
  • Outdoor places of amusement and recreation, including amusement parks and rides, waterparks, go-cart tracks, mini golf and playgrounds may continue to be open subject to limitations of Executive Order

Team practices?

Team organized practices are permitted subject to the following limitations. The full list of recommendations can be found here:  https://www.sos.ms.gov/Education-Publications/Pages/Executive-Orders.aspx

  • League organizers are responsible for providing a copy of Executive Order 1492 to all players, parents, and/or guardians prior to resuming team practices
  • Each player shall be screened prior to entering the field
  • Park personnel, volunteers, and coaches shall ensure social distancing is maintained between players during practice as much as possible
  • Dugouts shall not be used during practice
  • Parents must remain in their cars during practice
  • Shared drinking fountains, coolers and snack are prohibited

Team organized games?

  • League organizers are responsible for providing a copy of Executive Order 1492 to all players, parents, and/or guardians prior to resuming team practices
  • The combined number of players and coaches participating in a game on a field and fans around the field shall not exceed 100 people.
  • Each player shall be screened prior to entering the field
  • Park personnel, volunteers, and coaches shall ensure social distancing is maintained between players during the game as much as possible
  • Dugouts shall not be used during the game
  • The use of bleachers for fans is prohibited. Fans must bring their own chairs or stand.
  • Concession stands shall remain closed
  • No post-game talks are permitted on the field
  • Every league, tournament, or event shall have a dedicated Safety Officer to ensure social distancing is enforced

Indoor recreational and places of amusement?

Indoor places of amusement, including children’s party and play facilities, playgrounds, trampoline facilities, bowling alleys, roller skating rinks, arcades, and social clubs may open subject to the following limitations:

  • All areas including those not used by the public shall be deep cleaned
  • Facilities shall make an effort to comply with all CDC regulations and guidelines to prevent the spread of COVID-19
  • Facilities shall conduct daily employee screenings
  • Appropriate PPE shall be work by all employees based on their duties
  • The number of customers in the indoor place of amusement at one time shall be no greater than 50% of maximum capacity to ensure compliance with social distancing
  • Hand sanitizer shall be available to customers/guests at points of entry

Reception halls and conference centers?

Reception halls and conference centers are permitted to open and are subject to the following limitations:

  • The number of guests in the reception hall or conference center shall be no greater than 25% of maximum seating capacity
  • All events must be seated. Tables shall be arranged to ensure a minimum of 6 feet between tables and seating at tables shall be limited to 6 guests.

Schools?

Beginning June 1, 2020 public school districts may open their buildings to the public and offer in-person classroom instructional activities and learning options. Private schools and institutions of higher learning may open their building and campuses to the public and are encouraged to establish protocols and standards to limit the spread of COVID-19. Live music?
